It’s CJ-13, that is the Scouts Canada Jamboree at Sylvan Lake, Alberta Canada and from what I see there’s got to be 6 or 7 thousand people here … and every single one of them appears to be having fun!

PADI is partnered with Scouts Canada; The agreement directs Canadian Scouts to PADI Dive Centres and Resorts so they can participate in PADI scuba diving and earn their PADI Open Water and other PADI Diver course certifications. PADI presence at the Jamboree is to introduce PADI and scuba diving to Scouts Canada members and to show them how to get up and running (or down and scuba diving) with PADI.
